  1. 1726-1790. English philanthropist whose work
  2. to improve prison conditions is continued
  3. today by the Howard League for Penal Reform.
  4. On his appointment as high sheriff for
  5. Bedfordshire 1773, he undertook a tour of
  6. English prisons which led to two acts of
  7. Parliament 1774, making jailers salaried
  8. officers and setting standards of
  9. cleanliness. After touring Europe 1775 he
  10. published his State of the Prisons in England
  11. and Wales, with an account of some Foreign
  12. Prisons 1777. He died of typhus fever while
  13. visiting Russian military hospitals at
  14. Kherson in the Crimea.
